Response to Intervention (RTI) is systematic approach to providing effective instruction to all students. RTI follows a Multi-Tiered System of Supports (MTSS) framework for instruction.

Montana, along with much of the nation, is moving toward using the term MTSS to include both RTI and Montana Behavioral Initiative (MBI) processes.  

MTSS is defined as:

A comprehensive system of differentiated supports that includes evidence-based instruction, universal screening, progress monitoring, formative assessment, and research-based interventions matched to student needs, and educational decision making using student outcome data. 
(As defined in the Learn Act 2009)
